The purchaser's receipt of the supplier's registration documents does not imply acceptance of the registered supplier's participation in the centralized procurement of this project. The purchaser may select qualified suppliers and invite them to participate in the project procurement according to the prescribed process rules. 1、 Project Overview 1. Project Name: Ningxia Branch 2025 Entrusted Guardianship Service Project Public Solicitation of Suppliers (Bank of Communications Project Number: CGXM64199925040002）2、 Procurement content: Provide off bank self-service equipment for clearing and loading banknotes, box storage, transfer between branches and the People's Bank of China, escort services for precious metals to the airport, and armed escort and transportation services for precious metals to Ningdong branch of Bank of Communications in Yinchuan area (including Ningdong branch). 2、 Public solicitation rule 1: If there are less than 2 qualified suppliers registered, the public solicitation will be declared unsuccessful. 2. If there are more than 2 qualified suppliers (including) registered, the qualified suppliers will directly obtain the qualification to enter the supplier database of Bank of Communications, and this public solicitation will end. 3. In any of the above cases, the registered supplier must submit the corresponding electronic materials in accordance with the requirements specified in the registration documents (see Annex 1). 4. Suppliers who enter the supplier database of Bank of Communications can be invited to participate in the centralized procurement project of Bank of Communications. 3、 Qualification conditions for qualified suppliers: 1. The supplier must be a legal person or other organization registered within the territory of the People's Republic of China with independent legal personality. 2. The supplier must have the qualification for escort and security service license as a bidder. 3. Supplier credit requirements: Bidders must comply with national laws and regulations, and are currently not included in the "Credit China" category（ https://www.creditchina.gov.cn/ ）”Regarding the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, record list of serious illegal dishonest behavior in government procurement, and list of abnormal business operations. Provide screenshots of the website query page or commitment letter in the bidding documents. If the relevant records of dishonesty have expired, relevant supporting documents must be provided. The supplier has a good business reputation and a sound financial accounting system (provide a commitment letter). 5. The supplier has a good record of paying taxes and social security funds in accordance with the law (provide a commitment letter). Suppliers who are blacklisted or have a bad record by Bank of Communications, relevant administrative authorities, or industry management departments from April 2022 until the registration deadline and are prohibited from participating in bidding shall not participate in this bidding (provide a commitment letter). 7. The supplier shall provide a written statement stating that there is no significant record of illegal activities. 8. The supplier provides a commitment letter stating that they have no criminal record of bribery. 9. The supplier meets the safety and controllability requirements in relevant national regulations. 10.
