Tender Notice for Building 14 and Underground Garage Section 3-1 of the Canal Park Science and Technology Innovation Base and Infrastructure Construction Project 1. Tender Conditions: The construction of Building 14 and Underground Garage Section 3-1 of the Canal Park Science and Technology Innovation Base and Infrastructure Construction Project has been approved by the Development and Reform Commission of Cangzhou City with the approval of Cang Fa Gai Investment [2023] No. 754. The project owner is the Canal Park Management Committee of Cangzhou High tech Industrial Development Zone, and the construction funds come from fiscal funds. The government's contribution ratio is 100%, and the tenderer is the Canal Park Management Committee of Cangzhou High tech Industrial Development Zone. The project has met the bidding conditions and is now open for bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview: The construction scope of this project mainly includes Building 14 and the underground garage, with a total construction area of 21065.04 square meters (including Building 14 with a construction area of 18575.56 square meters and an underground area of 2489.48 square meters). 2.2 Bidding Scope: All contents within the scope of construction drawings and bill of quantities. 3. Qualification Requirements for Bidders 3.1 The qualification requirements for bidders in this bidding are as follows: 3.1.1 Qualification Requirements: (1) Bidders 3.1 have independent corporate legal person qualifications and valid business licenses. 3.2 Possess a construction qualification of Level 3 or above for general contracting of construction projects issued by the competent administrative department for construction, and a valid safety production license. (□ We do not accept bids from companies with "qualification warnings" or "abnormal qualifications".). 3.3 This bidding (□ accept/? Not accept) consortium bidding. (2) Is the proposed project manager registered with the bidding unit? Registered Constructor Qualification at Level 2 or above in the field of Construction Engineering;? Simultaneously possessing corresponding valid safety production assessment certificates; 3.5 If the proposed project manager has served as the project manager in other ongoing contract projects on the deadline for bidding (the start time of the ongoing contract project is the date of issuance of the contract project winning notice, or if it does not pass the bidding method, the start time is the date of contract signing, and the end time is the date of acceptance or termination of the contract project), he/she shall not participate in this bidding as the proposed project manager; 3.1.2 Other requirements: The bidder and its proposed project manager have not been included in the list of dishonest persons subject to enforcement. (Based on the information on the "Credit China website" and the "National Court List of Dishonest Persons Subject to Enforcement Information Disclosure and Query Platform"); According to the Notice on Implementing Joint Punishments on Dishonest Persons Subject to Enforcement in Tendering and Bidding Activities (Law [2016] No. 285) and relevant documents, the tenderer will use the "Credit China" website (www.creditchina. gov.cn) to check whether the bidder is a dishonest person subject to enforcement and a serious defaulter of wages for migrant workers. If it is found on the "Credit China" website that the bidder is a dishonest debtor or a dishonest subject who seriously delays the payment of wages to migrant workers, their bid will be rejected (based on the query results on the day of bid opening).
