1. Bidding conditions: The Chongli District Urban Drinking Water Security Improvement Project (project name) has been approved for construction by the Chongli District Data and Government Service Bureau of Zhangjiakou City (project approval, verification or filing authority name) under the approval number Chongshu Zhengpi Zi [2024] 77 (approval name and number). The project owner is the Chongli District Housing and Urban Rural Development Bureau of Zhangjiakou City, and the construction funds come from fiscal funds (funding source). The project contribution ratio is 100.00%, and the bidder is the Chongli District Housing and Urban Rural Development Bureau of Zhangjiakou City. The project has met the bidding conditions and is now open for bidding for its design. 2. Project Overview and Bidding Scope 2.1 Project Overview:?????????? The total investment of this project is 46.6 million yuan. The construction scale includes the construction of three peak shaving pump stations. Three peak shaving pump stations and supporting facilities will be jointly built on the north side of Xiaoxigoukou, Heishan Bay, and Mazhangzi civil engineering pump stations. The second is the renovation of pipeline networks and old equipment. 1. Huafu Binhe Road (with a water supply network of 1154 meters from Donggoumen Qiaotou to Nanxin Qiaotou, PE100 pipe diameter of 400 millimeters, pressure of 12.5 kilograms, and supporting facilities); 2. Erdaogou pipeline network (1765 meters of water supply pipeline network with PE100 pipe diameter of 200 millimeters, pressure of 12.5 kilograms, and supporting facilities are laid from the bridgehead of the Hope Primary School to the end of the Erdaogou relocation house); 3. Old Postal and Telecommunications Street Pipe Network (laying a water supply pipe network of 306 meters, PE100 pipe diameter of 200 millimeters, pressure of 10 kilograms, and supporting facilities on the old Postal and Telecommunications Street). The third is the equipment upgrade and renovation of Taipingzhuang Water Plant. There are a total of 11 upgrade and renovation projects, including the stainless steel lining of three clean water tanks, the reconstruction of pump stations, the renovation of 1500 meters of supporting well connecting pipelines, and the hardening of 5000 square meters of the courtyard surface. Construction location: Chongli City, Taipingzhuang Water Plant, Mazhangzi Village, Zhangjiakou City. The maximum bidding price for this tender is 414200 yuan. Design service period: from the date of contract signing to the date of completion and acceptance. Design work for the improvement project of drinking water security in the urban area of Chongli District. The main job responsibilities include but are not limited to: on-site survey, preliminary design (including budget), construction drawing design (including secondary deepening design of various specialties), related change design, preparation of other technical documents required by the tenderer, and technical services provided during project implementation, acceptance, settlement, final accounting, and maintenance processes.???????? 3. Qualification Requirements for Bidders 3.1 The qualification requirements for bidders in this bidding are as follows: 3.1.1 Qualification Requirements: Having independent corporate legal personality, valid business license, and one of the following design qualifications issued by the administrative department is sufficient: a. Comprehensive Class A qualification for engineering design; b. Class B qualification in engineering design and municipal industry; c. Class B qualification for engineering design in the municipal industry (excluding gas engineering and rail transit engineering); d. Simultaneously possessing both Class B (including Class B) or higher qualifications in the engineering design and municipal industry (water supply engineering) and Class B qualifications in the engineering design and municipal industry (road engineering);??
