1. Bidding conditions: The survey and design of the second phase key mountain flood control project of Kelou River in Kelou Town, Cengong County has been approved for construction by the Guizhou Provincial Department of Water Resources in accordance with the notice issued by the Provincial Department of Water Resources on the issuance of the "Three Year Work Plan for Enhancing Flood Control Capacity of the Liyang River Basin in Guizhou Province (2025-2027)" (Qianshui Office [2024] No. 17). The bidding project is funded by government investment, with a contribution ratio of 29220000 yuan to 100.0 yuan for government investment and 0 yuan to 0.0 yuan for non-governmental investment. The bidder is Cengong County Flood and Drought Disaster Prevention Station. The project has met the bidding conditions and is now open for bidding for the survey and design of the project. 2. Project Overview and Bidding Scope 2.1 Construction Location: Anshan Village and Fengba Village, Cengong County. 2.2 Construction Scale: (1) This project is located in Kelou Town, Cengong County, with a governance scope of constructing a new Kelou flood discharge tunnel and rectifying the Feishuiyan River (from the outlet of the Kelou flood discharge tunnel to the Pangjiazhai tunnel section). The inlet of the newly-built passenger building flood discharge tunnel is located at the drainage hole, and the outlet is near the Xujia gate of Feishuiyan River. The design flow rate is 125m3/s (P=10%), with a total length of 1.032km; The Feishuiyan River regulation project starts from Xujiaduimen and ends at the artificial tunnel at Fuliudong in Fengba Village, Pangjiazhai. The total length of the project regulation is 1.418km (centerline). (2) The project is located in Kelou Town, Cengong County, involving Kelou Town, Anshan Village, and Fengba Village, protecting a population of 3120 and 565 acres of farmland. The protection level of the project area is Grade IV. (3) According to the "Flood Control Standards" (GB50201-2014) and the "Classification and Flood Control Standards for Water Resources and Hydropower Engineering" (SL252-2017), the protection level of this project is Grade IV. According to the "Design Code for Embankment Engineering" (GB50286-2013), the "Basic Requirements for the Preparation of Preliminary Design Reports for Small and Medium sized River Treatment Projects in Guizhou Province", and combined with the situation of the protected objects of this project, the protected objects on both sides of the river section are population and farmland. Towns and villages adopt a 10-year flood standard, and farmland adopts a 5-year flood standard (P=20%). (4) The design flood flow rate of the newly built passenger building drainage tunnel is 125m3/s, ranging from 100 to 300m3/s. According to the "Classification and Flood Standards for Water Resources and Hydropower Engineering" (SL252-2017), the main hydraulic structures of the drainage tunnel are classified as level 2, and the secondary structures are classified as level 3. According to the Design Code for Embankment Engineering (GB50286-2013), the main buildings of the river treatment project are Grade 5, the secondary buildings are Grade 5, and the temporary buildings are Grade 5. 2.3 Estimated contract price: 1330000 yuan. 2.4 Survey and design service period: 365 days.
