Supplier Qualification Requirements 3.1 The qualification requirements for suppliers in this negotiation are as follows: 3.1.1 Qualification Requirements: The supplier must be a legally registered unit or other organization within the territory of the People's Republic of China (excluding Hong Kong, Macao, and Taiwan), capable of independently assuming civil liability, and capable of providing goods and services for this project. 3.1.2 Credit requirements: (1) Suppliers must comply with relevant national laws and administrative regulations, have good reputation and honest business ethics; Suppliers listed as dishonest persons subject to enforcement in "Credit China" (www.creditchina. gov.cn), suppliers listed as serious illegal and dishonest behavior in government procurement by China Government Procurement Network (www.ccgp. gov.cn), and suppliers listed as blacklisted by China Post Group Co., Ltd. within the validity period are all ineligible to participate in the procurement activities of this project.
