The relevant matters are hereby announced as follows: Project Overview: The infrastructure (Phase I) project of the West Exit Photovoltaic (Solar Thermal) Industrial Park in Delingha City is located in the West Exit Photovoltaic (Solar Thermal) Industrial Park in Delingha City, Qinghai Province, about 25km away from Delingha City. The terrain of the site area is a mountain front alluvial landform, with a high north and low south, and the overall terrain is flat and open. The photovoltaic power station of this project has a capacity of 1000MW, and Jinguang Avenue and Dexiao Expressway are connected through a hardened road, providing convenient transportation. Figure 1.1 Geographical Location of Photovoltaic Field 1.2 Bidding Scope 1.2.1 This section mainly includes the following projects (but is not limited to): Main road of the park: 6.5m wide concrete road, with a total length of approximately 2.832km. Factory guard room and factory gate. (3) Complete the construction preparation and temporary construction related to this project. 1.2.2 Construction period: The project is scheduled to commence on May 10, 2025 and be completed on September 10, 2025. The specific start time shall be subject to the written notice from the tenderer. 1.3 Funding Source: This project is invested and constructed by Qinghai Haixi Huanghe New Comprehensive Energy Co., Ltd. using its own funds and bank loans, and the construction funds have been secured. 1.4 Qualifications of Bidders 1.4.1 Legal Person Status Bidders must be enterprises registered with the market supervision and management department of the People's Republic of China, with independent legal person and general taxpayer qualifications for highway engineering construction general contracting at the second level or municipal level or above. 1.4.2 Commercial Reputation Bidders should have a good commercial reputation. There is no situation of being listed as a dishonest debtor, and the specific determination shall be based on the search results on the Credit China (www.creditchina. gov.cn) website. 1.5 Performance: The bidder has independently completed (excluding subcontracting performance) the construction performance of secondary and above highway subgrade and pavement engineering with a cumulative mileage of not less than 5km in the past 5 years (attached with a copy of the contract, which includes the construction scope and mileage). 1.6 This project does not accept consortium bidding and does not allow transfer or subcontracting. 1.7 Qualifications of main management personnel: (1) The project manager has a first-class registered construction engineer qualification (highway major) and a B certificate for safety production assessment; (2) The safety manager has a registered safety engineer certificate. 1.8 Qualification review: The tenderer will review the bidder's proposal based on their qualifications
