Starting from April 15, 2025, the Wuchang District People's Government Wuchang Street Office of Hangzhou City will publicly bid for the five-year lease right of 41 charging sites in Xixi North Garden, Wuchang Street, Yuhang District, Hangzhou City on the Alibaba asset disposal platform from 10:00 am on April 28, 2025 to 10:00 am on April 29, 2025 (except for delays). The following announcement is made: 1. The bidding subject: the five-year lease right of 41 charging sites in Xixi North Garden Community, Wuchang Street, Yuhang District, Hangzhou City, with a total area of approximately 1358 square meters. 2、 The starting price for the first year's rent is 175492 yuan; Price increase range: 2000 yuan or integer multiples, bidding deposit of 175492 yuan. The rental fee for the bidding subject is paid annually and can be used after payment. Bidders are required to pay the next rental fee one month in advance. The rent remains unchanged for the first two years, and from the third year onwards, the annual rent will increase by 1% on the basis of the previous year's rent. The performance bond for the bidding subject "Lease Contract" (Attachment 1: "Lease Contract Template") shall be 50% of the first year's transaction rent. If the bidder does not breach the contract or other circumstances upon expiration of the contract, it shall be refunded without interest. 3、 Disclosure of Major Matters: 1. The rental right of this venue is for the use of public spaces in residential areas, and is not equivalent to online judicial auctions. The subject matter shall be leased through bidding based on the current situation. The area of the venue and the number and types of charging stations that can be installed shall be subject to the actual situation. Any errors shall not affect the transaction price. 2. The rental period for this parking lot is 5 years, and the rental site is only for the use of charging stations (two wheeled electric vehicle charging, new energy vehicle charging). During the lease period, bidders are not allowed to change the use of the site or divert the site for other purposes. If the government or regulatory authorities require a change in the use of the site or take back the site in advance during the lease period, the property owner will notify the bidder one month in advance. Bidders should cooperate unconditionally and should not refuse, delay or obstruct for any reason. Otherwise, the property owner has the right to terminate the "Lease Contract" signed with the bidder at any time, confiscate the bidder's performance bond, order the bidder to move out within a specified period, and do not make any compensation or indemnification to the bidder. The buyer is aware. 3. Special Reminder: (1) The sunshades at the current charging station site are all invested and constructed by the property owner. After successful bidding, bidders need to use them reasonably and do daily maintenance; If the property owner needs to build or renovate a sunshade in the future, the bidder must cooperate with the property owner in construction, manage and maintain the site vehicles, and ensure fire safety. (2) The existing charging facilities and equipment on the site are configured and installed by the original operator, and are not within the scope of this rental offer; The new bidder who wins the bid must update and replace all existing charging facilities and equipment (two wheeled electric vehicles, four-wheel new energy vehicles) on the site, and invest in brand new facilities and equipment. (3) During the lease period, the investment cost and daily maintenance cost of the charging station equipment shall be borne by the bidder. During the lease term, in order to achieve unified and centralized management, if there are any new charging sites added to the rental community, the winning bidder of this project will be responsible for the subsequent unified operation and maintenance.
