In accordance with the provisions of the Tendering and Bidding Law of the People's Republic of China and the Implementation Regulations of the Tendering and Bidding Law of the People's Republic of China, and following the principles of openness, fairness, impartiality, and good faith, Shaanxi Zhixin Engineering Cost Consulting Co., Ltd. has been commissioned by Inner Mongolia Electric Power Group Mengdian Information and Communication Industry Co., Ltd. to conduct a domestic open tender for this project. The following is hereby announced: 1. Project Overview and Procurement Scope 1. Project Name: Inner Mongolia Ancient Electric Power Group Mengdian Information and Communication Industry Co., Ltd. 2025 Service Framework Procurement. 2. Project Number: MDXC-2025-001。 3. Tender Content and Scope: Please refer to Attachment: Section Division Table 2. General Qualification Requirements for Bidders: 1. This tender requires bidders to be legal persons or other organizations registered in accordance with the law within the territory of the People's Republic of China, and to have the ability to undertake the project in terms of personnel, equipment, funds, etc. 2. Units with the same person in charge or different units with controlling or management relationships shall not participate in the response of the same section or the response of the same project without dividing the section; Parent subsidiary companies cannot mutually use qualifications and performance. 3. The bidder and its legal representative have not engaged in any bribery or criminal activities within the past three years (from the date of sale of the bidding documents). Note: Bidders are required to provide their records on the China Judgments website within the past three years (from the date of issuance of the bidding documents)( http://wenshu.court.gov.cn/ )Screenshots of the query results for the absence of bribery criminal records and the query results for the absence of bribery criminal records by the legal representative on the China Judgments Document Network must include: "Party" is the name of the bidder or the legal representative of the bidder, "Full Text" is "Bribery Crime", and the "Judgment Date" must not be less than the past three years (from the date of sale of the bidding documents). 4. The bidder has not been included in the "List of Serious Illegal and Dishonest Enterprises" and "List of Abnormal Operations" in the National Enterprise Credit Information Publicity System by the Administration for Industry and Commerce. Note: (1) Bidders are required to provide two screenshots of the query results of the bidding unit on the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn) for the "List of Serious Illegal and Dishonest Enterprises" and "List of Abnormal Operations". The screenshot of the query results must include: the name of the bidding unit, the unified social credit code, information on being included in the List of Serious Illegal and Dishonest Enterprises (Blacklist), or information on being included in the List of Abnormal Operations. (2) If the screenshot provided by the bidder shows that the bidder has been included in the list of abnormal business operations or the list of seriously illegal and untrustworthy enterprises (blacklist), but has been removed before the bid opening, then the bidder does not belong to the list of seriously illegal and untrustworthy enterprises or the list of seriously illegal and untrustworthy enterprises (blacklist). (3) According to the system function introduction in the "Website Usage Help" of the National Enterprise Credit Information Publicity System, the system provides information on the credit information of market entities such as national enterprises, farmer professional cooperatives, and individual businesses
