This project does not accept consortium bidding. 2、 The applicant's qualification requirements: 1. Meet the requirements of Article 22 of the Government Procurement Law of the People's Republic of China: 1.1 have the ability to independently assume civil liability; 1.2 Have a good business reputation and sound financial accounting system; 1.3 Have the necessary equipment and professional technical capabilities to fulfill the contract; 1.4 Have a good record of paying taxes and social security funds in accordance with the law; Within the three years prior to participating in government procurement activities, there has been no significant record of illegal activities in business operations; 1.6 Other conditions stipulated by laws and administrative regulations. 2. If the bidder belongs to a small and medium-sized enterprise, provide a declaration letter from the bidder's small and medium-sized enterprise; If the bidder is a large enterprise: This project requires reserving 30% of the total project budget specifically for procurement to small and medium-sized enterprises. The reserved portion allows the bidder to subcontract to one or more small and medium-sized enterprises through the contract. The subcontracting intention agreement stipulates that the amount for small and medium-sized enterprises should reach 30%, and the proportion reserved for small and micro enterprises should not be less than 60%.
