Announcement on Auction and Transfer of State owned Land Use Rights by Gulin County Natural Resources and Planning Bureau (Gujiaoyigao [2025] No. 7) On April 23, 2025, with the approval of the Gulin County People's Government, Gulin County Natural Resources and Planning Bureau has decided to auction and transfer the state-owned land use rights of one (1) plot of land. The relevant matters are hereby announced as follows: 1. Basic information and planning indicators of the auction transfer method of the land parcel: Land parcel number: 2025-82 Total area of the land parcel: 4744.25 square meters Location of the land parcel: Shuikou Street Community, Maoxi Town Duration: 70 years Floor area ratio: 1.000 Building density (%): ≤ 30.000 Greening rate (%): 30.000 ≤ Building height limit (meters): ≤ 54.000 Main land use: Ordinary commodity housing land (Class II) Detailed use: Purpose name Area Ordinary commodity housing land (Class II) 4744.25 Investment intensity: Deposit: 1.1 million yuan Valuation report filing number: 5121025BA0019 Starting price: 3.56 million yuan Increase range: 35600 yuan Remarks 1. The building spacing is ≥ 0.8H. For other planning and design conditions, please refer to the Planning and Design Conditions Book and Red Line Map for Plot No. 2025-82. 2. All construction activities within the scope of this land parcel shall be implemented by the construction unit in accordance with the Land Planning and Design Conditions and Red Line Map No. 2025-82. 3. After acquiring the land, the transferee shall carry out construction design and disaster prevention measures to prevent slope collapse, sliding, and other phenomena, and the related expenses shall be borne by the transferee. The transferee shall ensure that all construction and facilities meet the requirements of environmental protection, water affairs, transportation, emergency and other departments after obtaining the land. 4. This plot of land is auctioned at a unit price, with a starting price of 500000 yuan/mu and a bidding ladder of 5000 yuan/mu. 2、 Legal persons, natural persons, and other organizations both within and outside the People's Republic of China may apply to participate. Applicants can apply individually or jointly. Other requirements that applicants should meet: 1. Natural person registration is not accepted; 2. Legal persons and other organizations within or outside the territory of the People's Republic of China may participate in bidding individually or jointly, unless otherwise provided by laws and relevant documents. 3. After winning the land, the bidder must register and establish a new company with the Gulin County Market Supervision Bureau, fully responsible for the construction and operation of this project (except for the bidder who is a registered company with the Gulin County Market Supervision Bureau). 4. If the applicant intends to establish a new company for development and construction after winning the land, the composition of the new company's investment, establishment time, and other details should be clearly stated in the bidding application. The transferor may first sign the "State owned Construction Land Use Right Transfer Contract" with the winning bidder based on the bidding, auction, and listing transfer results. After the winning bidder completes the registration procedures for the new company as agreed, the transferor may then sign the "Agreement on Change of State owned Construction Land Use Right Transfer Contract" with the new company; It is also possible to directly sign the "State owned Construction Land Use Right Transfer Contract" with the new company according to the agreement. 5. For joint bidding, a joint bidding agreement must be provided when applying for bidding. The joint bidding agreement should specify the rights and obligations of all parties involved, including their respective contribution ratios, and clearly sign the "Contract for the Transfer of State owned Construction Land Use Rights"
