Qualification requirements for bidders. 2.1 Basic qualification requirements for bidders. 2.1.1. Bidders should be legally and financially independent legal persons or legally registered organizations within the territory of the People's Republic of China (excluding Hong Kong, Macao, and Taiwan). The bidder operates legally and independently from the tenderer and the bidding agency. If a branch bids, authorization from the head office must be provided. Bidders should have good bank credit and commercial reputation. 2.1.2 If the legal representative or unit leader of the bidder is the same person or has a controlling or management relationship with different units, and the same group company has an independent legal entity subsidiary, they shall not participate in the bidding of the same section or the bidding of the same bidding project without dividing the section. 2.1.3 The bidder shall provide a commitment letter regarding the issuance of value-added tax special invoices for this project.
