Bidding Conditions: The Haining Knitting Industry Transformation and Upgrading Demonstration Park (Phase I) project has been approved for construction by the Haining Development and Reform Bureau, with project code 2504-33041-01-298038, and the construction funds are self raised by the bidder. The project has met the bidding conditions and is now open for bidding. Interested potential bidders (hereinafter referred to as applicants) are invited to submit pre qualification applications. 2. Project Overview and Bidding Scope 2.1 This project is located on the south side of Fengshou Road and on both sides of Jingdu 11th Road in Xieqiao Town, Haining City; The Haining warp knitting industry transformation and upgrading demonstration park (Phase I) project is a construction group project, divided into two plots, involving 13 factories and supporting buildings, etc; The total land area of the project is approximately 27379 square meters, with a total construction area of approximately 121418 square meters, including an above ground construction area of 113071 square meters and a basement construction area of 8347 square meters. At the same time, related ancillary facilities such as roads and water supply and drainage will be improved. Please refer to the construction drawings for details. 2.2 Bidding Scope: The Haining warp knitting industry transformation and upgrading demonstration park (Phase I) project mainly includes but is not limited to all construction contents and related supporting facilities within the scope of the construction drawings, such as pile foundation, foundation pit enclosure, civil engineering, installation, HVAC, fire protection, landscape greening, outdoor accessories, etc. Please refer to the construction drawings and bill of quantities for details. 2.3 Planned construction period: approximately 20 months. 2.4 Quality Objective: Meet the qualified standards of national acceptance specifications. The total investment estimate for this project is approximately 363.5 million yuan, of which the construction and installation cost is about 258 million yuan. 3. Qualification Requirements for Applicants 3.1 This pre qualification review requires the applicant to have a Level 2 or higher qualification for general contracting of construction projects and to be in a "qualified" status in the corresponding qualification dynamic verification results released by the "Zhejiang Province Construction Market Supervision Public Service System" on May 5, 2025. The performance requirements are detailed in the qualification review requirements, and the applicant must have corresponding construction capabilities in personnel, equipment, funds, etc. The project manager proposed by the bidder must have a Level 1 registered constructor qualification for construction projects, a valid safety production assessment certificate (Certificate B), and no ongoing construction projects. 3.2 This qualification review does not accept applications for consortium qualification review. 3.3 Legal persons, other organizations or individuals who have a vested interest in the tenderer and may affect the fairness of the tender shall not participate in the bidding. The same person in charge of the unit or different units with controlling or management relationships shall not participate in bidding for the same section or bidding for the same bidding project without dividing the section. 3.4 Any attempt by a bidder to influence the evaluation committee's evaluation, comparison, or recommendation of candidates in the pre qualification documents (including but not limited to surrounding evaluation experts near the evaluation venue, sending text messages, greeting, handing notes, whispering hints, and other improper influence to passing evaluation experts) will result in the rejection of their bid and the confiscation of the bid security. 4. Qualification pre examination method: This qualification pre examination adopts a limited quantity system. When more than 7 applicants pass the detailed examination, the qualification pre examination will be conducted
