Qualification requirements for bidders 2.1 Bidders must have the ability to independently assume civil liability; 2.2 Qualification Requirements for Bidders: (1) Possess a valid business license; (2) Bidders must possess a third level or higher qualification for general contracting of construction projects; (3) Having a valid safety production license.
