Chapter 1 Public Bidding 1. Bidding Conditions The name of this bidding project is: National Energy Group 2025 First Batch of Thermal Instrument Centralized Procurement (Section 1) Public Bidding, Project Bidding Number: CEZB250203598, the bidder is National Energy (Beijing) International Economic and Trade Co., Ltd., the project units are National Energy Zhongwei Power Generation Co., Ltd. and National Energy Ningxia Liupanshan Energy Development Co., Ltd., and the funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: 2.1.1 Project Overview: Guoneng Ningxia Zhongwei Power Plant was established in October 2011 and is located in Zhongwei Industrial Park, Potou District, Zhongwei City, under the jurisdiction of Ningxia Hui Autonomous Region. It is 14km away from Zhongwei City, borders Wuzhong City to the east, connects Zhongwei City and Jingyuan County in Gansu Province to the south, borders Jingtai County in Gansu Province to the west, and is adjacent to Alxa Left Banner in Inner Mongolia to the north. The 4 × 660MW unit expansion project of Guoneng Ningxia Zhongwei Power Plant is located on the east side of Phase I, with ultra supercritical direct air-cooled coal-fired units and simultaneous construction of desulfurization and denitrification devices. Guoneng Ningxia Liupanshan Power Plant is a remote expansion project, with a construction scale of 2 × 1000MW once reheat high-efficiency ultra supercritical indirect air-cooled coal-fired units (with heating function), and simultaneous construction of desulfurization and denitrification devices. This project is located in the New Materials Industrial Park of Guyuan City, Ningxia Hui Autonomous Region. It is about 110km east of Huan County, Gansu Province, about 57km west of the Ganning border, about 23km south of Guyuan City, about 169km north of Zhongwei City, 13.97km from Sanying Station of Baozhong Railway, and about 14km from Liupanshan Airport in Guyuan. 2.1.2 Bidding Scope: This project includes the procurement of two power plants and is divided into one section. Zhongwei Power Plant: The complete set of thermal instruments mainly includes thermometers, pressure gauges, thermocouples, thermistors, pressure transmitters, differential pressure transmitters, level switches, radar level gauges, level switches, level gauges, flow measurement devices, magnetic flap level gauges, flow switches, electric door distribution cabinets (thermal power cabinets), instrument insulation cabinets, guided wave radar level gauges, air purification devices, air volume and balance flow meters, dew point meters, oxygen analyzers, imported process valves and instrument valves, domestic instrument valves, intelligent front-end, anti blocking sampling devices, local junction boxes, thermal laboratory equipment, performance testing equipment, etc., including equipment design, manufacturing, inspection, testing, supply and on-site technical services. Liupanshan Power Plant: including transmitters (pressure, differential pressure, absolute pressure, liquid level), logic switches (pressure, differential pressure, liquid level), level/liquid meters (radar, guided wave, ultrasonic, electric contact), oxygen analyzer, flow meter (electromagnetic, ultrasonic, etc.), process valves, instrument valves, and related supporting accessories. Please refer to the technical specification book for details. 2.1.3 Delivery Time: Zhongwei Power Plant: The equipment meets the delivery capacity by June 2025, and the specific delivery time shall be subject to the notification letter from the tenderer.
