Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: Nanhuan Institute undertakes the development service project of the Carbon Emission Data Intelligence Platform of Guodian Electric Power Zhejiang Branch. With the gradual deepening of carbon market construction, new energy generation brings considerable carbon asset returns, and the low-carbon emission value of thermal power plants will gradually be reflected. Therefore, a carbon emission data intelligence platform will be built under the background of the goal of peaking carbon emissions in the whole society, to timely grasp the situation of carbon assets, and to provide real-time analysis and auxiliary decision-making for carbon emission quota trading. Scope of bidding (including but not limited to): (1) Provide a carbon emission data intelligence platform for Zhejiang Company, including related hardware equipment, software systems, and related supporting services. The main functions of the platform include: carbon related data collection and storage, carbon related data screening, carbon related data authentication, carbon emission accounting, carbon emission prediction, carbon quota accounting, carbon quota prediction, data display and indicator warning, intelligent evaluation of carbon assets, full lifecycle management of carbon emissions, real-time analysis of carbon asset trading, and one click generation of carbon emission reports. (2) Undertake platform development, deployment, and debugging. Total project duration: The contract for this project is effective until November 30, 2025.
