The funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: Guoneng Changzhou Second Power Generation Co., Ltd. is located in Chunjiang Street, Xinbei District, Changzhou City, Jiangsu Province. Chunjiang Street is under the jurisdiction of the national Changzhou High tech Development Zone. The power plant is located about 17km south of Changzhou city, facing the Yangtze River to the north and the Changzhou Port area to the west. The upstream of the plant site is Zaojiang River, and the downstream is Taohua Port. The first phase of the project has built two 600000 kilowatt domestically produced supercritical units. The first unit was put into operation in May 2006, and the second unit was put into operation in November 2006. The installed capacity of the coal-fired units is 2 × 630MW. In order to adapt to the new situation of power construction and implement the sustainable development of the power plant, Guoneng Changzhou Second Power Generation Co., Ltd. plans to construct the Guoneng Changzhou 2 × 1 million kilowatt unit expansion project. In this phase, 2 × 1000MW domestically produced ultra supercritical condensing coal-fired power generation units will be expanded, using advanced secondary reheating technology and synchronously constructing flue gas desulfurization and denitrification facilities. After the expansion of the unit, the annual ash output of the power plant will increase from the current 400000 tons to 700000 tons. However, the existing ash output facilities of the power plant have limited capacity and cannot meet the requirements of unit expansion and increased ash output capacity. Therefore, it is planned to expand two 2000 ton ash discharge berths to meet the subsequent transportation of by-products such as fly ash. According to the requirements of project safety, environmental protection, and occupational health, as well as relevant transportation, water conservancy review and acceptance requirements, it is necessary to provide comprehensive consulting technical services before the construction of the ash discharge dock berth of Jiangsu Company Changzhou Second Company Changzhou Port Weitang Port Area Guoneng Power Generation Company. The feasibility study, preliminary design, and construction drawings of this project are undertaken by China Communications Third Navigation Engineering Survey and Design Institute Co., Ltd. According to the notice from the Jiangsu Provincial Department of Transport on the issuance of the "Guidelines for Preliminary Design License Review of Port Engineering in Jiangsu Province" (Su Jiao Gang Hang [2020] No. 18), it is required that "for port engineering projects with complex technology, high difficulty, high risk, or investment of more than 50 million yuan (including 50 million yuan), the project unit should entrust a unit with corresponding design qualifications to conduct technical review and consultation and complete the preliminary design technical review and consultation report. The design qualification level of the commissioned consulting unit should not be lower than the qualification level of the unit responsible for preparing the preliminary design documents." The bidding scope includes comprehensive consulting technical services for the construction of the ash discharge dock berth of Guoneng Power Generation Company in Weitang Port Area, Changzhou Port, including: 1. Environmental impact assessment and simultaneous acceptance of environmental protection; 2. The "three simultaneities" of safety include the following work contents: comprehensive analysis report (pre evaluation) of safety production conditions and facilities, special section on safety facility design, trial production plan, and safety production
