Chapter 1 Public Bidding 1. Bidding Conditions: The name of this bidding project is: Zhejiang Nanxun Power Plant MIS System Functional Innovation Service Public Bidding, project bidding number: CEZB250603616, the bidder is Guoneng Zhejiang Nanxun Natural Gas Thermal Power Co., Ltd., the project unit is Guoneng Zhejiang Nanxun Natural Gas Thermal Power Co., Ltd., and the funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: This project is the 2025 MIS System Functional Innovation Service Project of Guoneng Zhejiang Nanxun Natural Gas Thermal Power Co., Ltd. The MIS system currently in operation was built in 2017 and has been in use for a long time. The compatibility issues of development and maintenance tool software are prominent, and the technical stack is far behind the current mainstream technology. The system has poor scalability, difficult system maintenance, and some system functions have problems, which can no longer meet the work needs of the current business department. In order to improve the efficiency of the company's work, it is necessary to upgrade and transform the MIS system, requiring the new system to achieve the functional upgrade and optimization expansion of the original system, so as to improve technology and functionality, require more reasonable and accurate data, and faster calculation speed. Transform the MIS system into a digital system and migrate historical data. The functional modules involved include basic data, equipment management, two ticket management, security management, office integration, work logs, system standards, inspection management, maintenance management, material management, intelligent control, operation management, etc. Please refer to the technical specification book for details. After the contract is signed and takes effect, all functional development and data migration work must be completed before December 31, 2025, to ensure the stable operation of the system. 2.2 Other:/3. Qualification Requirements for Bidders 3.1 Qualification Conditions and Performance Requirements: [1] Qualification Requirements: Bidders must be independent legal persons or other organizations registered in accordance with the law, and must provide valid supporting documents. 【2】 Financial requirements: [3] Performance requirements: From April 2020 to the bidding deadline (based on the contract signing time), bidders must have at least 2 contract achievements in the development of information technology for power generation enterprises. The bidder must provide a contract that can prove the performance requirements of this bidding.
