The bidder is Shaanxi Changqing Energy Chemical Co., Ltd., with bidding number XXFWCQL2025040028. The bidding project is self funded. The project has met the bidding conditions and is now open for bidding for the maintenance project. 2、 The bidding scope includes 1204 testing instruments and meters for Shaanxi Changqing Energy Chemical Co., Ltd. (see the bidding document "Instrument Calibration/Calibration List and Sub item Quotation Table" for details). 3、 Qualification Requirements for Bidders 3.1 General Qualification Conditions (1) Bidders must be registered within the territory of the People's Republic of China, possess independent legal personality, and have the ability to independently assume civil liability (provide a legal and valid business license or public institution legal person registration certificate, account opening permit, or copy of basic deposit account information stamped with the company seal); (2) The bidder's enterprise has good financial and operating conditions (provide a credit certificate issued by a bank within six months before the bid deadline or a copy of the audit report and financial statements (balance sheet, cash flow statement, income statement) audited by a third-party auditing institution from 2022 to the present, stamped with the company seal). (3) Other conditions stipulated by laws and administrative regulations. 3.2 Special Qualification Conditions (1) The bidder is a legal metrological verification institution or recognized by the national CNAS, and can issue corresponding verification or calibration certificates. The bidder's authorized projects include more than 55% of the required items in the instrument calibration/verification list (provide the legal metrological verification institution's metrological authorization certificate and attachments or the laboratory accreditation certificate and attachments of the China National Accreditation Service for Conformity Assessment, with copies stamped with the unit seal); (2) The bidder shall provide a copy of the corresponding social public measurement standard certificate stamped with the unit seal for the verification/calibration instruments marked as "standard instruments and meters" in the list; (3) Bidders must provide at least 3 copies of performance contracts for instrument calibration/calibration services in different enterprises from January 1, 2022 to present (based on the date of contract signing), stamped with the company seal. 3.3 This project accepts consortium bidding. The consortium must sign a consortium agreement in accordance with the format provided in the bidding documents, clarifying the rights and obligations of the consortium leader and all parties involved. All parties of the consortium shall provide qualification review materials. A consortium composed of units of the same profession shall determine the qualification level according to the unit with lower qualification level, and the member qualifications of other forms of consortia shall be recognized according to the division of labor stipulated in the consortium agreement.
