1. Bidding conditions: The procurement of design services for the first and second phases of the student dormitory project at the new campus of Central South University has been approved by the Ministry of Education of the People's Republic of China (name of the project approval, verification or filing authority) with the approval of the "Ministry of Education's Reply on the Feasibility Study Report of the First Phase of the Student Dormitory Project at the New Campus of Central South University" (Jiao Fa Han [2024] No. 419) and the "Ministry of Education's Reply on the Feasibility Study Report of the Second Phase of the Student Dormitory Project at the New Campus of Central South University" (Jiao Fa Han [2024] No. 420) (name and number of the approval documents). The project owner is Central South University, and the construction funds come from the central budget and self raised funds. The bidder is Central South University. The project has met the bidding conditions and is now open for bidding for the engineering design of the project. 2. Project Overview and Bidding Scope 2.1 Project Name: Procurement of Design Services for Phase I and Phase II of Student Dormitory at Central South University New Campus 2.2 Project Location: Xiaoxiang Campus of Central South University 2.3 Construction Scale: This project is located at Xiaoxiang Campus of Central South University. The total construction area of Phase I of the student dormitory project is 63019 square meters (including approximately 45645 square meters of above ground construction area and approximately 17374 square meters of underground construction area), with 8 floors above ground and 2 floors underground, a building height of 30 meters, a total investment of 409.39 million yuan, and an engineering cost of 344.43 million yuan. The total construction area of the Phase II project is 56846 square meters (including approximately 45144 square meters of above ground construction area and 11702 square meters of underground construction area), with 8 floors above ground and 2 floors underground, a building height of 30 meters, a total investment of 357.44 million yuan, and an engineering cost of 297.42 million yuan. 2.4 Investment Estimation: The total investment for Phase I is 409.39 million yuan; The total investment for Phase II is 357.44 million yuan. 2.5 Source and proportion of funds: Central budget funds and self raised funds. 100% 2.6 Bidding Scope: This design content includes but is not limited to: 1. General layout design, architectural design (including 3D simulation, real scene synthesis bird's-eye view), structural design (including steel structure design), heating, ventilation and air conditioning design, strong current design, weak current intelligent system design (including overall park design), water supply and drainage design (including sewage and wastewater treatment design), civil air defense engineering design (including peacetime and wartime systems), fire engineering design, foundation pit support design, curtain wall design, outdoor pipe network design (including pipe network relocation design), prefabricated design BIM special design, outdoor landscape design (including roads, squares, lighting and illumination), interior decoration design (including but not limited to lobbies, elevator halls, one-stop service centers), green building design, seismic support design, photovoltaic power generation design (if any), student dormitory special investigation and research report, etc. The above design content includes scheme design (including cost estimation), preliminary design (including design estimate), and detailed design of preliminary design (in coordination with the detailed design of drawings required to complete the construction bidding control price). 2. The design unit is responsible for handling all the planning and construction work of this project, including but not limited to the following procedures: (1) handling the site selection and demonstration procedures for the Yuelu Mountain Scenic Area (if necessary); (2) Handle the procedures for cultural relic protection and archaeological evaluation; (3) Handle planning consultation procedures; (4) Handling party
