1. Bidding conditions: The construction of the National Highway Manlin Line (G612) Water Diversion (County Boundary) to Linjiang section of this bidding project has been approved by the Development and Reform Commission of Jilin Province with the "Reply on the Feasibility Study Report of the National Highway Manlin Line (G612) Water Diversion (County Boundary) to Linjiang Section Project" (Jifa Reform Approval [2025] No. 91). The project owner is the Linjiang City Highway Construction Management Office, and the construction funds come from applying for national key project funds in the transportation field and Linjiang City government financial funds. The bidder is the Linjiang City Highway Construction Management Office. The project has met the bidding conditions and is now open for bidding for the survey and design of the project. 2. Project Overview and Bidding Scope 2.1 Construction Location: The starting point of the route is located at the northern boundary of Liumaohe Forest Farm in Linjiang City, connecting to the end point of the Manlin Fusong section of the national highway. It passes through Xiangyang Village, Huashu Town, Xujiagou, Yihe Village, Naozhi Town, Diaoda Village, Heisong Village, Wangjiaying, and Dongxing Village. The project endpoint is located at the intersection of World Street and North Ring Street in Linjiang City. 2.2 Construction scale and main construction contents: the total length of the route is 57.86 km, which is constructed according to the standard of two-way two lane second-class highway, with a design speed of 80 km/h (60 km/h for K41+800 ~ K52+800) and a subgrade width of 12 m. There are 9 large bridges with a length of 2330 meters, 10 medium bridges with a length of 664 meters, 11 small bridges with a length of 291 meters, 113 culverts, 1 tunnel with a length of 195 meters, 104 level crossings, 1 parking area, 1 maintenance and management station, and 12 passenger bus stops along the entire line. The bridge and culvert design load adopts highway level I. 2.3 Service period: From the date of commencement of survey and design as stated in the survey and design notice to the completion and acceptance of the project, including the survey and design service period and the later cooperation service period. Among them: (1) Survey and design service period: 90 days, from the date of commencement of survey and design as stated in the survey and design notice to the date of submission of construction drawing design documents for approval. (2) Post cooperation service period: from the date of submitting the construction drawing design documents for approval until the completion acceptance of the project. 2.4 Section division: This bidding is divided into two sections, namely MLSJ01 and MLSJ02 sections. Among them, MLSJ01 section is from K10+000 to K41+400; The MLSJ02 section is from K41+400 to K67+860. 2.5 Bidding scope: Survey and design of construction drawings for the section of the National Highway Manlin Line (G612) from the county boundary to Linjiang. The specific scope of work is as follows: (1) MLSJ01 section: The designer of this section is the overall designer of this project, responsible for the overall and unified design of this project (design concept, design method, design standardization), and responsible for the design of the general drawings of bridges and safety facilities along the entire project line. Its scope of work also includes survey and design work during the construction drawing design phase of MLSJ01 section, construction bidding and coordination services during the construction period, participation in handover acceptance, participation in completion acceptance, and other services entrusted by the employer.
