If the applicant is a large enterprise, it is required to apply in the form of subcontracting to small and medium-sized enterprises, and the subcontracted small and medium-sized enterprises shall bear more than 40% of the total project contract amount, of which the subcontracted small and micro enterprises shall bear no less than 60%.
